Driving back from a well site in East Texas to the Dallas airport in the 1980s, I traveled down an almost brand new four-lane highway. Only two cars were visible: mine and the guy tailgating me. I slowed down to the speed limit. This was Texas; surely he couldn't stand to drive that slowly. He could. I slowed down some more, and then some more. So did he. Finally, I took both my hands off the wheel and put them on the ceiling. Then and only then he passed me, and sped up to a reasonable speed, actually a little faster than that. I guess I scared him. In those days, it wouldn't occur to anyone that they might be shot in a situation like that.
