"On like a neckbone" means "All set to go" as locals use it. But even they can't explain why.

Examples: "Mower's fixed. On like a neckbone." "These chitlins' done been cleaned. They're on like a neckbone." "Jeep's on like a neckbone. I'm fixin' to head on out." "This President is happy as a dead pig in the sunshine." {Pretty sure that's how you use that one.)
